{"id":25300,"date":"2020-04-27T19:41:35","date_gmt":"2020-04-27T19:41:35","guid":{"rendered":"http:\/\/umib.net\/?page_id=25300"},"modified":"2025-10-06T11:46:49","modified_gmt":"2025-10-06T11:46:49","slug":"law-umib","status":"publish","type":"page","link":"https:\/\/umib.net\/en\/law-umib\/","title":{"rendered":"A BRIEF HISTORY OF THE FACULTY OF LAW"},"content":{"rendered":"<div class=\"wpb-content-wrapper\">[vc_row center_row=&#8221;yes&#8221;][vc_column width=&#8221;2\/3&#8243;][vc_column_text css=&#8221;&#8221;]<strong>HISTORY OF THE FACULTY OF LAW<\/strong><\/p>\n<p>The Faculty of Law at \u201cIsa Boletini\u201d University in Mitrovica was established on July 4, 2014, by decision no. 548\/14 dated July 4, 2014, issued by the State Quality Council (KSHC) of the Kosovo Accreditation Agency, subsequently amended by decision no. 165115 dated March 17, 2015. The Faculty of Law was accredited by decision no. 548\/14 dated July 4, 2014, issued by the State Quality Council (KSHC) of the Kosovo Accreditation Agency.<\/p>\n<p>The Faculty was re-accredited with decision no. 535\/2017 dated July 6, 2017, by the State Quality Council for a three-year period. Furthermore, with decision no. 465\/18D dated May 18, 2018, the accreditation period was extended for one additional year, until September 30, 2021. It was re-accredited again by decision no. 3022\/21 dated August 12, 2021, for another three-year period.<\/p>\n<p>Currently, the Faculty of Law is re-accredited under decision no. 1079\/24 dated May 30, 2024, by the State Quality Council for a three-year period. The Faculty was re-accredited with a unique curriculum for the bachelor program, adapted to the specific needs of the regional market.<\/p>\n<p>On March 19, 2025, the Faculty of Law underwent for the first time in Kosovo a post-accreditation evaluation conducted by an External Expert Team. This team positively assessed that during the period October 2024 \u2013 January 2025, the LLB study program offered by the Faculty of Law at \u201cIsa Boletini\u201d University in Mitrovica undertook concrete measures to implement 17 recommendations. This represents 62.96% of the total 27 recommendations (foreseen for the 2024\u20132027 three-year period), which were fully or partially fulfilled.<\/p>\n<p>In the Expert Team\u2019s Post-Accreditation Evaluation report dated April 14, 2025, for the Faculty of Law program, besides many positive findings and the fulfillment of recommendations according to the improvement plan developed by the expert group during the program\u2019s reaccreditation in 2024, the following key strengths were highlighted:<\/p>\n<ul>\n<li>Openness to improvement;<\/li>\n<li>Competent and highly motivated management;<\/li>\n<li>Competent and highly motivated academic and administrative staff;<\/li>\n<li>Good infrastructure.<\/li>\n<\/ul>\n<p>Overall, the post-accreditation evaluation indicates significant progress and continuous commitment toward enhancing the quality of the program.<\/p>\n<p>Based on the necessity to organize and develop higher education according to European and contemporary standards and criteria, the Faculty of Law within \u201cIsa Boletini\u201d University in Mitrovica has designed its study model and programs supported by the recommendations of the Bologna Declaration. The Faculty aims to attract students ready to dedicate their efforts to a challenging program and to take responsibility as future judges, prosecutors, lawyers, and other legal professionals.<\/p>\n<p>The studies in this program are organized in a single general law track over seven (7) semesters, with the eighth (8th) semester allowing students to specialize in one of the following modules:<\/p>\n<ul>\n<li>Public Law; and<\/li>\n<li>Private Law.<\/li>\n<\/ul>\n<p>In its continuous education program, the Faculty of Law has developed a clear didactic and research concept considering the goals of achievement, the starting point of this achievement, how the teaching process will be conducted, and the expected learning outcomes. This concept is achievable through:<\/p>\n<ul>\n<li>Expected program outcomes;<\/li>\n<li>Teaching materials;<\/li>\n<li>Practical work in legal clinics and exercises;<\/li>\n<li>Interactive teaching and exercises;<\/li>\n<li>Group work on legal case solutions;<\/li>\n<li>Teaching tools (books, projectors, boards, etc.);<\/li>\n<li>Continuous testing and evaluation.<\/li>\n<\/ul>\n<p>The regular academic staff at the Faculty of Law is highly qualified, holding doctoral and LLM degrees in their respective fields, and includes academic ranks such as Professor Doctor (1), Associate Professor (5), Assistant Professor (3), and Assistant (1). This composition complies with the legal requirements set for the accreditation of higher education institutions in the Republic of Kosovo. The Faculty ensures that for every 60 credits of the program, more than two full-time professors with doctoral degrees are employed.<\/p>\n<p>The ratio of full-time teaching staff to students at the Faculty of Law is 1:23, indicating a good level of individual attention. Moreover, the Faculty annually announces competitions for engaged professors, assistants, and external collaborators to ensure full implementation of the curriculum.<\/p>\n<p>The Faculty of Law\u2019s program offers unique education tailored to meet the needs of the market, especially the regional one. This program serves to train young legal professionals and simultaneously acts as a research center. The foundations gained in this undergraduate program prepare personnel for the market\u2019s needs, academia, judiciary, prosecution, legal practice, administration, notaries, research institutes, and public and private enterprises domestically, regionally, and internationally, as well as for the education of future law professionals. Additionally, students are trained in independent research, teamwork, presentation skills, drafting legal acts and documents, and applying advanced legal knowledge, including critical approaches to law and justice principles.<\/p>\n<p>Graduates from the Faculty of Law have secured top positions in master\u2019s program enrollments outside \u201cIsa Boletini\u201d University in Mitrovica and have received scholarships abroad. Many students have also been employed or secured professional internships as required by Kosovo\u2019s legislation. According to surveys conducted last year among Faculty of Law graduates, out of 90 graduates, 60.9% are employed.<\/p>\n<p>The success of the program is also evidenced by the fact that in the national competition for the Moot Court organized by USAID for law faculties of public universities, students from this faculty have won first place twice in a row, demonstrating the faculty\u2019s readiness to contribute to Kosovo society and beyond.<\/p>\n<p>The Faculty of Law program curriculum covers areas including:<\/p>\n<ul>\n<li>Criminal Law;<\/li>\n<li>Civil Law;<\/li>\n<li>Constitutional Law;<\/li>\n<li>Administrative Law;<\/li>\n<li>International Law;<\/li>\n<li>Financial Law; and<\/li>\n<li>Several interdisciplinary subjects.<\/li>\n<\/ul>\n<p>All these areas follow a logical sequence based on national and European documents. Learning outcomes for each course are aligned with the overall program learning outcomes.<\/p>\n<p>Upon successful completion of the law program, students will be able to:<\/p>\n<ul>\n<li>Understand the role of law in society and its social impact;<\/li>\n<li>Comprehend the specifics of various legal fields domestically and acquire skills for their application;<\/li>\n<li>Develop skills to discuss and debate different legal issues, theories, and doctrines;<\/li>\n<li>Communicate effectively from a legal perspective;<\/li>\n<li>Gain competence in independent research, teamwork, and presentation skills;<\/li>\n<li>Draft legal acts and documents;<\/li>\n<li>Compare and evaluate different legal systems;<\/li>\n<li>Engage in lifelong learning, including professional training for the legal profession;<\/li>\n<li>Apply advanced knowledge of law, including critical perspectives on law and justice principles.<\/li>\n<\/ul>\n<p>The Faculty of Law has secured numerous cooperation agreements with justice institutions where students can complete their professional internships as part of clinical courses or extracurricular practical training.<\/p>\n<p>In addition to local cooperation agreements, the Faculty has established partnerships with law faculties of universities in the European Union. Many faculty members have served as visiting professors at these institutions, strengthening international academic ties.<\/p>\n<p>Moreover, several faculty members have pursued postdoctoral studies in universities across the EU and the USA. Likewise, professors from these universities have been visitors at the Faculty of Law, enhancing academic exchange and international cooperation.<\/p>\n<p>The Faculty has developed a Strategic Research Plan and established the Institute for Legal and Juridical Studies and Research.<\/p>\n<p>All infrastructure and resources at the Faculty of Law ensure high-quality teaching and learning, with sufficient classrooms, library space, technological tools, and offices to accommodate teaching in groups of varying sizes. Within the new university campus, in building no. 1, with a total internal area of 18,028.5 square meters, students and staff have access to:<\/p>\n<ul>\n<li>8 classrooms;<\/li>\n<li>2 auditoriums (one for 350 students and one for 140 students);<\/li>\n<li>A library with a reading room and computer lab covering 660 square meters (reading area with 112 desks and chairs \u2013 275 m\u00b2, book shelving \u2013 334 m\u00b2, computer room \u2013 60 m\u00b2 with 13 desks and chairs);<\/li>\n<li>8 offices.<\/li>\n<\/ul>\n<p>Additionally, the construction of student dormitories and a canteen was completed and inaugurated in March 2024. In 2023, several football and volleyball fields and recreational facilities were built and are now available for student use. Law students also have access to a highly attractive outdoor recreation area located beneath the basement of the building housing the faculties.<\/p>\n<p>Furthermore, the Faculty has set up a mock courtroom for simulated legal proceedings, allowing students to observe and practice court processes.
