On April 16, 2026, the Faculty of Law of the “Isa Boletini” University in Mitrovica organized a scientific roundtable with the participation of students and academic staff, focusing on the topic: “The Role of the Constitution in the Functioning of the State and the Guaranteeing of the Rule of Law.” This activity was carried out within the framework of the Faculty’s continuous commitment to fostering academic debate and strengthening the active role of students in addressing legal issues of importance to society.

The event was opened by the moderator, Maida Kabashi, who presented the purpose and importance of organizing such roundtables in the development of legal and democratic culture. In his opening remarks, the Dean of the Faculty of Law, Prof. Dr. Islam Qerimi, emphasized the importance of the Constitution as the highest legal act, which establishes the foundations of the organization and functioning of the state, and guarantees the fundamental rights and freedoms of citizens. He also highlighted the importance of reflecting on constitutional values and the rule of law.

The central part of the roundtable featured thematic presentations and structured discussions. Prof. Ass. Dr. Zahir Çerkini addressed the issue of constitutional interpretation and the impact of Constitutional Court decisions on the functioning of state institutions, with particular emphasis on the relationship between the Assembly and the President. During his presentation, he also responded to a number of questions raised by participants, contributing to a clearer understanding of various legal issues.

Within the framework of the activity, student Adis Zeqiri presented the topic “Does the Constitution Control Power, or Does Power Control the Constitution?”, sparking debate and critical reflection among attendees.

The event continued with an interactive discussion session, where students and participants had the opportunity to ask questions and share their views, contributing to a fruitful exchange of ideas and a deeper understanding of constitutional law.

At the conclusion of the roundtable, the Dean of the Faculty of Law thanked all participants for their contributions, with special recognition for the organizers of the activity: student Adis Zeqiri, as well as students Maida Kabashi and Liridona Hyseni. On this occasion, certificates were awarded to participating students, while students presented certificates of appreciation to the Dean, Professor of Constitutional Law Zahir Çerkini, and Assistant Xhemajl Veliqi for their support in organizing the event.

The organization of this scientific roundtable once again demonstrates the commitment of the Faculty of Law of the “Isa Boletini” University in Mitrovica to promoting academic debate, enhancing students’ academic and professional development, and strengthening the principles of the rule of law.
