Joint Lecture Between UIBM Faculty of Law and the Basic Prosecution Office of Mitrovica
Within the framework of inter-institutional cooperation between the Faculty of Law of ‘Isa Boletini’ University in Mitrovica (UIBM) and the Basic Prosecution Office of Mitrovica, a joint lecture was successfully delivered on the topic ‘Co-perpetration, Incitement, and Assistance in the Commission of a Criminal Offense: Legal Aspects and Practical Application in the Activity of the State Prosecutor.’
The activity was led by the Dean of the Faculty of Law and Professor of Criminal Law, Prof. Dr. Islam Qerimi, with the special participation of the State Prosecutor from the Basic Prosecution Office of Mitrovica, Mr. Muharrem Prekazi.
In the first part of the lecture, Prof. Dr. Islam Qerimi explained to the students the theoretical foundation regarding the commission of criminal offenses by individuals acting alone, as well as the circumstances when they are committed in complicity. The professor emphasized that criminal offenses committed by multiple persons carry a higher potential of social danger and cause more severe consequences, which requires a careful and detailed legal analysis.
Furthermore, State Prosecutor Mr. Muharrem Prekazi proceeded with presenting the forms of complicity codified in the Criminal Code of the Republic of Kosovo. Through concrete examples and cases from his daily practice — always respecting the confidentiality of the proceedings — the prosecutor clarified the challenges of legal qualification of criminal offenses, the distinctions between co-perpetration, incitement, and assistance, as well as the precise determination of individual criminal liability.
Impact and Significance for Students
- This joint lecture generated extraordinary interest among second-year students, who take this course as a key part of their academic curriculum.
- Bridging Theory with Practice: The lecture served as a bridge between theoretical knowledge gained in classrooms and the practical reality of the justice system.
- Preparation for the Professional Future: Mastering these concepts helps build the analytical and professional skills needed tomorrow, when these students assume roles as prosecutors, judges, or defense attorneys.
Interactivity and Debate: Students had the opportunity to ask questions and directly discuss legal dilemmas arising during investigations and indictments with the state prosecutor.
The successful implementation of this activity proved once again that close cooperation between the UIBM Faculty of Law and the Basic Prosecution Office of Mitrovica is a key element in enriching the learning process and preparing new generations of legal professionals.
